Introducing the Minister of Public Works, Michael Who?

During the 2006 election campaign, Stephen Harper's Conservatives ran on an accountability campaign. During that campaign, Harper insisted on the need for an elected senate. He also criticized the idea of unelected cabinet ministers.
So, two weeks after winning the election, Harper's new cabinet was revealed. Few were surprised when the Prime Minister announced that Michael Fortier would become the unelected, non-MP Minister of Public Works - but that's okay because Harper was going to appoint him to the senate.
There is a word for this, but the word may as well be 'Harpocrisy'.
